Heriberto was born May 16, 1930, in Barranco Azul, Ojinaga, Chihuahua, Mexico to Severino Carrasco Zuniga and Hercilia Ramos Bustillos. He married Consuelo Gomez, his wife of 63 years, on February 20, 1954 in El Mulato, Ojinaga, Chihuahua, Mexico.

Libe was a larger-than-life character who loved inviting his family over to enjoy a good cabrito. He also loved to sing and laugh with his loved ones and always seemed to be the life of the party. Later in life, he supported his family and retired as a pipe-fitter working in the oil and gas industry across Texas and the surrounding states. In his later years, he loved to work on crossword puzzles and pass the time by watching and feeding the birds who would visit outside his window.
